As a landlord I can say that there is actually far too much power already in the hands of renters. It took almost a year to remove someone who just stopped paying rent and was verbally abusive to me and other tenants.

Ban sports. Stadiums take a lot of power and fields need watered.
Ban clothing stores and just distribute 5 standard outfits per person.
