If this is a missile test, this would be unprecedented. But regardless, the PH has become the PRC's dumping ground for used rocket parts during launch.
There will be a suspicious launch by China on February 11. It doesn't look like a space rocket launch. Will it be conducting missile firing into the Sulu Sea?

The president actually has the authority to make the senate call for an impeachment court "at any time".
The Senate can convene an Impeachment Court if the President calls for a special session “at any time.” (Art VI, Sec 15, 1987 Constitution). The ball is on BBM’s court.
