ഇന്ന് നിയമസഭയിൽ മന്ത്രി പി രാജീവ് കോൺഗ്രസിന്റെ ഒരു നുണ കൂടി പൊളിച്ചിട്ടുണ്ട്. ആധികാരികമായി നുണ പറയുന്നതിൽ സതീശൻ മുതൽ സകല കഞ്ഞി കുഴികൾക്കും ഒരേ കഴിവാണ്. ********************* കോൺഗ്രസിൻ്റെ കനഗോലു ക്യാപ്സ്യൂൾ കേരളത്തിൻ്റെ തെക്ക് മുതൽ വടക്ക് വരെ ദേശീയപാത 45 മീറ്ററിൽ അതിവേഗത്തിൽ പണി നടക്കുകയാണ്, അതിന് പിന്നിൽ പിണറായി വിജയൻ എന്നൊരു ഭരണാധികാരിയുടെ ഇച്ഛാശക്തിമാത്രമാണ്. പണി പൂർത്തിയാകുന്ന ഘട്ടം എത്തിയപ്പോൾ കനഗോലു ഒരു ക്യാപ്സ്യൂൾ ഇട്ടുകൊടുത്തു കോൺഗ്രസ് നേതാക്കൾ അത് എല്ലായിടത്തും പാടി നടന്നു , എന്നാൽ കഴിഞ്ഞ ദിവസം നിയമസഭയിലും ആ കള്ളം ആവർത്തിച്ചു. ഇന്ന് നിയമസഭയിൽ പി രാജീവ് സഖാവ് കനഗോലു ക്യാപ്സ്യൂൾ നൈസായി പൊളിച്ചിട്ടുണ്ട്. കോൺഗ്രസ് പറയുന്നത് LARR Act 2013 കാരണമാണ് NHAl പദ്ധതിയുടെ ഭൂമിഏറ്റെടുക്കാൻ പറ്റിയത്. 07/09/2011 ൽ ആണ് LARR Bill ( The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Bill, 2013) ലോകസഭയിൽ ആദ്യമായി അവതരിപ്പിക്കുന്നത്. 13/09/2011 ആ ബിൽ മിനി പാർലിമെൻ്റ് എന്ന് അറിയപ്പെടുന്ന സ്റ്റാൻഡിംങ്ങ് കമ്മിറ്റിയുടെ പരിഗണയ്ക്ക് വിട്ടു. 17/05/2012 ൽ സ്റ്റാൻഡിംങ്ങ് കമ്മിറ്റി റിപ്പോർട്ട് നൽകി. 29/08/2013 ൽ ഈ ബിൽ ലോകസഭ പാസ്സാക്കി 04/09/2013 ൽ ഈ ബിൽ രാജ്യസഭ പാസ്റ്റാക്കി. അന്ന് രാജ്യസഭയിൽ ഈ ബില്ലിൻ്റെ ചർച്ചയിൽ സംസാരിച്ച രണ്ട് പേരെ നമ്മൾ കൃത്യമായി പരിശോധിക്കണം. 1) സ. സീതാറാം യെച്ചൂരി 2) സ. പി രാജീവ് ശരിക്കും ഇങ്ങനെയൊരു ബിൽ കോൺഗ്രസിൻ്റെ ആശയം ആയിരുന്നോ ? അല്ല എന്നാണ് രാജ്യസഭ രേഖ നോക്കിയാൽ മനസിലാവുക. SHRI SITARAM YECHURY (West Bengal): I am very happy that we are finally going to have a new law. I congratulate the Minister for all the painstaking homework that he has done. I am sure he would remember that ten years ago we sat together for drafting the Common Minimum Programme of the UPA-I. We had a lot of discussion on the new law that had to be acquired. And you would recollect, Mr. Minister, there was an element that is missing in this law. But, I hope you would consider for future a better law that we can bring about that former landowners should have a share in the stake of the rise in the value of land after it has been acquired and not only compensation at the time of acquisition, and not only relief and rehabilitation. സീതാറാം യെച്ചൂരി സഖാവ് ഈ ബില്ലിൻ്റെ ചർച്ച തുടങ്ങുന്നത് തന്നെ UPA ഒന്നാം സർക്കാരിൻ്റെ കാലത്ത് ഉണ്ടാക്കിയ കോമൺ മിനിമം പോഗ്രാമിനെ കുറിച്ചും അന്ന് ഭൂമി ഏറ്റെടുക്കലുമായി ബന്ധപ്പെട്ട് പുതിയ നിയമം ഉണ്ടാകുന്നതുമായി ബന്ധപ്പെട്ട ചർച്ചയെ കുറിച്ചുമാണ്.അതായത് ഭൂമി ഏറ്റെടുക്കുമ്പോൾ ന്യായമായ നഷ്ട്ടപരിഹാരം നൽകുന്ന നിയമം വേണം എന്നത് ഇടതുപ���്ഷത്തിൻ്റെ നിർദ്ദേശമായിരുന്നു എന്നാൽ കോൺഗ്രസ് ആ ആശയം സ്വീകരിച്ചു , നടപ്പിൽ വരുത്തുമ്പോൾ തനി സ്വഭാവം കാണിച്ചു. SHRI P. RAJEEVE (Kerala): Mr. Vice-Chairman, Sir, I would like to congratulate the Minister for coming up with a new Bill to repeal the out-dated and draconian Land Acquisition Act of 1894. Sir, we expect that the legislation should be a comprehensive legislation and it should be adopted in line with democratic principle of justice and fairness but with due respect, I would like to submit that our hon. Minister, Mr. Jairam Ramesh, actually destroyed a chance to move a historic legislation, which addresses all the concerns of the farmers and the society as a whole. Sir, this is a shift from one extreme to another extreme, that is, colonial to a neo-liberal legislative framework, which is no less draconian, if not more. This is for addressing the concerns of the neo-liberal needs of the country which were stipulated after 1991. Sir, actually the Government has taken this legislation as another gimmick for the coming elections. They are propagating several things like people will get more benefits. The urban people are waiting for passing of this Bill to give their land for construction of highways; they are waiting to give their land for construction of railways; they are waiting to give their land for construction of electric power generation projects; they are waiting to give their land for construction of metro stations and so on. But,Sir, will the people who are displaced for a national highway project get this benefit? 1/2
