"On Monday, former Secretaries of the Treasury, Robert Rubin, Lawrence Summers, Timothy Geithner, Jacob Lew and Janet Yellen contributed to an opinion piece in the New York Times that they thought was a massive flex on Literally Orange Hitler, but as it turns out, it was illustrative of the problem. To begin with, they stated: “During our collective 18 years at the helm of the Treasury, we never were asked to stop congressionally appropriated funds from being paid out in full.” Well, there might be the start of the issue. I wanted to know how funds got from A all the way to Z, so I did q little research, and this seems to be the general process: The President and White House set broad parameters for aid coming from any cabinet agency. Congress funds the budget for USAID through annual appropriations bills, provides funding guidelines and restrictions in legislation, and allegedly conducts oversight through committees (e.g., Senate Foreign Relations Committee, House Foreign Affairs Committee). Then it goes to USAID Administrator who leads USAID and implements spending priorities in line with U.S. foreign policy by working with the State Department, National Security Council, and other agencies. Even the OMB gets involved with the review of budget proposals before they go to Congress with an eye to making sure the spending aligns with the President’s priorities. The USAID Mission Directors & Program Managers then allocate funds to specific countries and programs based on local needs and implement funding decisions and oversee project execution. Then there are external Influences like NGOs, contractors, UN agencies, that help implement USAID programs. Activists may also influence funding decisions through pressure campaigns and advocacy. Mostly, it looks like big block grants that get carved into smaller and smaller pieces as it flows away from Congress. OK, now that the money has been appropriated and available, how does it get sent out to the various recipients? This is what I found out: The disbursement of funds from USAID (United States Agency for International Development) is directed by multiple entities within the agency, allegedly following strict regulations and oversight processes. Key players include: The USAID Administrator – Appointed by the U.S. President and confirmed by the Senate, the Administrator oversees the agency’s operations, including financial management. Chief Financial Officer (CFO) – Responsible for the financial management and oversight of USAID’s funds, ensuring compliance with U.S. laws and regulations. Bureau for Management (M Bureau) – Manages budgeting, financial planning, and disbursements to implementing partners. Office of Acquisition and Assistance (OAA) – Manages grants, contracts, and cooperative agreements, ensuring funds are allocated according to approved projects. Mission Directors & Regional Offices – USAID operates missions in various countries, where local directors oversee fund disbursement and ensure proper use at the field level. Congress & Office of Management and Budget (OMB) – While not part of USAID, these entities influence funding through appropriations, authorizations, and oversight. I count six different managers and groups that are able to question any disbursement that seems not to be on the up and up. Allegedly, each disbursement follows strict financial controls, audits, and reporting requirements to ensure funds are used effectively and in line with U.S. foreign aid objectives. Or so they say. Musk and the DOGE boys proved that there are no controls. And according to the five former SecTreas, they had zero power to stop anything even if they wanted to – but they never wanted to look. They said: “The role of the Treasury Department — and of the executive branch more broadly — is not to make determinations about which promises of federal funding made by Congress it will keep, and which it will not.” Well, is there anyone who has the responsibility to check on payments and processes? Why, yes. The Treasury Department has two stopgaps, they have an Inspector General and the General Accountability Office, allegedly to monitor spending to prevent waste, fraud, and abuse. According to the U.S. Department of the Treasury, the Inspector General (IG) plays a critical role in ensuring accountability, transparency, and efficiency. The Treasury has two main Inspectors General: The Office of Inspector General (OIG) Oversees non-IRS Treasury bureaus and programs. Conducts audits and investigations to prevent and detect fraud, waste, and abuse. Reviews Treasury’s financial management and operational effectiveness. Provides recommendations to improve policies and procedures. Reports findings to the Secretary of the Treasury and Congress. Treasury Inspector General for Tax Administration (TIGTA) Focuses specifically on the Internal Revenue Service (IRS). Ensures IRS integrity and accountability in tax administration. Investigates taxpayer fraud, employee misconduct, and security vulnerabilities. Audits IRS programs and operations to improve efficiency. Both IG offices operate independently to maintain oversight and integrity within the Treasury Department. They submit semiannual reports to Congress detailing their findings and recommendations. It seems clear to me that nobody in this chain of events is doing their jobs, least of all the Inspectors General. What is also clear is that if they really wanted to stop money going to the staging of transgender plays in Ireland or sex changes in Guatemala, it could be done. The Executive branch has the responsibility to stop waste, fraud and abuse, no matter what the Democrats in Congress say. Congress didn’t specifically direct USAID to pay Politico, Reuters or the NYT millions of dollars, so someone down in the food chain – not in Congress – did, and those people work for the Executive branch and therefore President Trump. The idea that if Congress appropriates money, it must be spent regardless of the reason is simply irreconcilable with the actual duty of care and management of taxpayer funds."(H/T Michael Smith)
