Senators on both sides of aisle now say FISA Section 702 authority is likely to lapse at midnight because Schumer and critics of FISA are nowhere close to a deal on amendments. The problem is that the amendments sponsored by Durbin, Wyden and Lee have a good chance of passing.

I plan to vote against any continuing resolution that extends FISA Section 702 without meaningful reforms. Massive, privacy-violating surveillance programs cannot be rushed through without reform or review.
