The law cited is tucked away the Communications Act (section 127). Speech that is “grossly offensive” can be prosecuted if posted online.

The man in the video posted a flag on a facebook post and the UK police showed up to arrest him for causing “gross offense with a menacing character which caused someone anxiety”.
