Good luck with that. There's a whole army of well-paid CEQA consultants and attorneys who have a vested interest in ensuring you can't build something as benign as a bike path in CA without an impenetrable 300-page report that no one will ever read.
CEQA isn’t a climate action law. Rather, it’s an outdated no-growth law that frowns on adding new population in environmentally sustainable places like cities. This directly promotes sprawl & increased carbon emissions.
