A budget proposal being discussed in the Republican-led U.S. House Ways and Means Committee would chop $3 billion from school breakfast and lunch programs and impact more than 280,000 students in Ohio alone.

@dras2717 Because many programs administered by states are actually joint federal-state programs and/or pass-through spending for federal programs. Ohio is middle of the pack for this; poorer states get a higher share of their revenue from federal grants.
