I have a legal question for which I do not know the answer. If Congress mandates a certain program, is the Executive allowed to unilaterally kill or imperil it? My guess: NO. So, is the unilateral killing of all USAID programs legal? Can it be done without congressional authorization? If not, can the courts stop the destruction process?

I am not saying that ALL public goods are industry-specific. But many are, they are hard to identify and provide unless you engage at the industry or cluster level. And then there are learning curves that can produce positive spillovers. Would solar panels be this cheap without IP?

Our research team has spent 2+ years investigating economic growth constraints in #Wyoming. In this article for @ConversationUS, they outline problems facing rural economies, the flaws of federal grant funding designed to help them, and ways to improve the system. "Federal entities could instead work in concert with each other and with local leaders, starting with the place-specific needs of regional economies, and develop custom projects accordingly. Instead of shopping around centrally designed programs, federal agencies could do more to empower and support locally determined transformation efforts."
