You’re forgetting the part where it says “with advice and consent of the Senate.” To appoint someone in a position in a cabinet, they have to be confirmed by the Senate sir. This is civics 101. That is a checks and balances on the forms of government to prevent corruption. Trump isn’t a king my guy. Creating a whole government organization and it has no accountability by way of congress is not only dangerous, it’s unconstitutional. Again, civics 101.
