Actually his calculations are perfectly correct. Hamas claims 23,000 killed in Gaza (and probably less), Israel claims 8,000 are hamas and other terrorists (actual number probably more), meaning about 12,000 to 13,000 are "civilians." So, the ration is 1.5 to 1. Just as he said.

To answer your questions,
Because hamas uses both hospitals and other civilian areas to both store and launch weapons. The Israelis don't bomb anything indiscriminately and routinely warn the palestinians through roof-knocking and phone calls, that a building will be bombed.
