I had been @ECISVEEP ‘observer’ in several states during my #IAS career. I would interview every ‘presiding officer’; diligently verify all records for the smallest inconsistency, submit detailed report to the #ECI, including polling station-wise votes, soon after the ‘safe room’ is sealed, usually working through the night. Even in the worst circumstances, #ECI should have polling-station wise votes cast in less than 12 hours of poll closure. Failure to publicise votes polled entails dereliction of duty by RO/ Observer, and worse still the complicity of #ECI in undermining the integrity of democratic process. There is no other explanation!
Former CEC S.Y.Qureshi told me this never happened when he was CEC. He said realtime vote percentage was always available at the end of the voting. And this didn't change much. Why is it so opaque now? .
