Your statement about the World Service thoroughly misses the point of what it is and who it is for.
Cut the BBC to 2 TV channels. 2 radio stations. Bin the World Service. Have 6 regional radio rather than local stations. Bin iPlayer. Make it subscription only. Guess what, just like the real world with everything else, this means that those that want it can buy it.
