Yes! Many forget "Prime" was available to everyone for FREE when you reached a certain level (pretty sure it was lvl 21)
Once reaching the certain level required you could claim prime and you had to enter your phone number to verify and then you had prime matchmaking.
I STG the reason I don't have CS2 yet is because I grinded for prime instead of buying it.
