Biscuit soldiers are tough. Even G4 did 0 damage to them after using multiple named attacks. I dont think Doflamingo is able to control them. But even if he does, that would only make him a direct counter for Cracker, but not stronger than him overall against other opponents.

From 2015-2021, I thought Shanks was stronger, but that really didn't make any sense because if Mihawk's title is fake, then how would Zoro be the WSS? And no one can convince me that Shanks isn't a swordsman because he uses Haki when all Zoro's power-ups are Haki related.
