woah, this got big interest! thanks y'all! to make this even better, this is almost as fast as getting to the end regularly - best attempt is 24 frames slower but P2 should save 20f removing spiny plants and there's room for improvement. Needs more testing.
2P slightly improving the lava waves wall-boost strat found by nemi (coin isn't required - you could instead P2 grab the Life Shroom from the first section and keep until the first two lava boosts).
I am done with Galaxy TASing. I cannot be part of a community that thinks "weed skip" is funny. I will instead move to the Odyssey community who are famous for their great strat names.
Using the cutscene cycle strat with a huge improvement, Stone Cyclone GS2 has a new IGT IL record (11.30s), and because of the difference between this and cutscene time, it's now faster to do GS1 before GS2 in full game, by 0.7s. GS2 before GS1 had been 1s faster before this.
Improvement to Dusty Dune 3: After pressing the button, the planet starts to move down, and because of that, it is possible to long jump from the first planet to the Pokey planet without getting stuck on janky gravity (besides the time I can spin out of it). This saves 2 seconds.
If you don't pick up a shell after spinning it up, it will eventually break, but when it respawns, it will try to follow you again. You can have a cycle of respawning shells until you either pick one up, long jump bonk, or destroy it in another way (e.g. enter launch star).
Freezy Flake GS3 possible with a rock mid-air route directly to the star. Previously known to make it at least to the foggy section checkpoint followed by a drop down.

this landing bonk - that has occasionally happened to speedrunners - skips Captain Toad and sets up a squeezed LJ under Lumalee to save ~0.2s over shooting Toad with starbits and camera cancelling, or jump cancelling.

Improved the ending of the Battlerock OoB just by waiting for the next cannonball cycle so I can get a straight long jump path. This now means it saves at least 13 seconds over the autoscroller.

In Super Mario Galaxy, Ice Mario/Luigi can normally only create ice platforms on water, but there is one spot where they can also do it on lava. Instead of adding extra code to this lava, the developers used a simple trick where it is encased in invisible boxes of water instead.

In Buoy Base Secret (and probably other stars with cage explosions), looking far enough away from the Bullet Bill explosion lets you delay the star 'spawn' cutscene for as long as you want.
