Engine sucked. It was a pain to develop and bug test for. Contracted devs had to be trained on how to use it. That's why Phantom Liberty was the last DLC. Also why they switched to Unreal Engine for the sequel and upcoming Witcher game.

That is actual gameplay. The world is largely empty. AI abysmal. Hopefully they fixed aiming.
For the fun of it, I stood still to see how bad the AI was on hard. It missed and posed a minimum threat. It got more aggressive later, but that game is bad to barely passable.
