Of course, health care is not a right that we are _endowed_ with like free speech is, but some might say it’s part of the social contract of living in a modern society. Drawing the distinction between negative and positive rights was helpful.

Yes this is correct. Libbitcoin is written in a _scalable_ way so that it will take advantage of the available hardware. Roughly speaking, a machine twice as powerful with twice the internet bandwidth will complete IBD twice as fast. This is a really good thing because it means that libbitcoin will automatically scale with advances in hardware.

It's relevant because libbitcoin can perform IBD (with full validation) much faster than Core. It is able to do this because it's built around a highly-parallelized architecture. Further, libbitcoin is "scalable" in the sense that it takes full advantage of the hardware available: with twice the hardware resources, IBD will be (roughly) twice as fast. With a bit more work, libbitcoin IBD will be limited only by a user's internet bandwidth....
