USAID Afghanistan stuff was truly incredible. My favorites include: 1. Solar power street lights (stolen & replaced n*) 2. Pay Opium farmers 2x opium price to grown corn, then sending Afghan to inspect. (Collected corn $, grew opium, bribed inspector, sold opium to Haqqani) 1/2
