Former Finance Minister Ken Ofori-Atta is currently under investigation by the Office of the Special Prosecutor (OSP) for alleged involvement in several high-profile cases during his tenure. The five primary cases are: 1.Strategic Mobilization Ghana Limited & GRA Contract: This case examines a contract between Strategic Mobilization Ghana Limited (SML) and the Ghana Revenue Authority (GRA) aimed at enhancing revenue assurance in the petroleum and minerals sectors. In 2019, GRA reportedly paid over ₵1 billion to SML for services under this deal, which lacked approval from the Public Procurement Authority, violating procurement laws. 2.Procurement of Ambulances: This investigation focuses on contracts awarded by the Ministry of Health to Service Ghana Auto Group Limited for the purchase, after-sales service, and maintenance of 307 Mercedes-Benz ambulances for the National Ambulance Service. Notably, Ofori-Atta approved a payment of approximately US$34.9 million for spare parts for these ambulances, despite the firm’s questionable credentials. 3.National Cathedral Project: This case involves the procurement of contractors, materials, activities, and payments related to the National Cathedral project. In 2020, Ofori-Atta authorized the release of ₵142.7 million for the project, which remains incomplete, raising concerns about mismanagement and lack of accountability. 4.ECG and Beijing Technology Limited Contract Termination: This investigation examines the termination of a contract between the Electricity Company of Ghana (ECG) and Beijing Xiao Cheng Technology (BXC) for a distribution loss reduction and network improvement project. The contract aimed to enhance power efficiency but was terminated under unclear circumstances, prompting inquiries into the reasons behind the termination. 5.GRA’s Tax Refund Account Payments: This case deals with payments from and the utilization of the Ghana Revenue Authority’s tax refund account. The OSP is investigating whether these payments were made appropriately and in accordance with the law. As of February 12, 2025, the OSP has declared Ken Ofori-Atta a wanted fugitive, urging him to return to Ghana to face questioning regarding these allegations.
