Due to violent, destructive behavior by a significant part of the crowd, the gathering in downtown Portland is a RIOT. All participants are instructed to proceed away to the WEST.
Update: we can now confirm that trespassers did pull down the fence and broke back into the library. Police officers moved back into the library and made arrests. Arrests have also been made for people refusing to leave the park block at the library. (cont'd)

The crowd has refused to move back and comply with officers' directions. One officer has now sustained a leg injury and will be taken to a local hospital.
Video of the officers breaking through a barricaded door to the 1st floor. You can hear them warning about a "slick floor." They encountered soap or some other slippery substance on the floor that was likely intended to cause police to slip and fall.
We now have video of library clear
#2
tonight. Shortly after this, we made arrests of people illegally in the library. We have officers monitoring the library and several groups that have splintered off into small marches.
PPB officers have arrested at least 7 people in the last half hour, and PSU Campus Safety arrested another one. More arrests may follow if necessary to keep people for breaching the library and remaining in the closed park.
As expected, officers have encountered numerous barricades inside the library, mostly piled up furniture. Officers are working through them. We are taking our time and emphasizing safety for all involved.
Rumors have circulated that officers in the library have "tear gas." This is incorrect. Officers have standard issue 40mm less-lethal launchers. They're a tool we have for daily patrol and public order events. They're use is regulated by PPB use of force policy.
We can now confirm that our clear of the
@Portland_State
library is complete. We have found caches of tools, what appears to be improvised weapons, ball bearings, paint balloons, spray bottles of ink, and DIY armor. None of this was used on police.
Officers are inside the library now. They are doing a slow, methodical clear of the building. As expected, we have encountered barricades. Officers are clearing them as they go.
Several hundred people are gathered at 2 locations: Waterfront Park downtown & the Argay Terrace neighborhood in NE Portland. We would like to thank those who are remaining peaceful.
The destructive crowd has dissipated and officers are returning to their precincts to resume their duties. At least one arrest has been made. A press release is forthcoming. This will be the final message from this account for tonight.
A couple more photographs from inside the library. Officers have done an initial clear of the roof and multiple floors. Working slowly and carefully through the building. Still a lot of work to do.
There are rumors that city bureaus have been involved in the planning process for some of today's events. That is not true.
@PortlandGov
has not facilitated, supported, or issued permits for any gatherings. We support 1st Amendment rights but are not involved in planning.
PSU Police located the driver of a car who stopped near the crowd and sprayed some kind of pepper spray earlier this afternoon. The adult male was transported to a local hospital on a police mental health hold.
