The testnet is a testing ground; copy of the the main network where no actual value is stored.
The mainnet is where actual transactions take place.

I consider Lighting Network to be a scaling solution that doesn’t require a hardfork.
Your assumption that BTC is allergic to hardfork is false, we just know bullshit when we smell it.
Also, base blocksize can always be raised, through a hardfork that the community supports.
