We say the opposite. Converts are "true Muslims". Even the closest companion to the Prophet, Abu Bakr may Allah be pleased with him, was a convert to Islam. So it wouldn’t make any sense to say non-Arabs aren’t "true Muslims". Please stop spreading misinformation.

Dubai Municipality started operating its first sewage treatment plant in 1983. Not 2009. The plant was later expanded by 2003. We also developed a network of sewers and pumping stations to collect and transport wastewater from different areas of the city to the treatment plant.
