@MarcusCVance My gut says a dive team has a better chance of disabling such a thing below the surface than above. The extra drag underwater could make it easier to get around him, and a mobility kill would necessitate a complex recovery operation if they didn't write them off.

@FrMatthewLC One of the last functions of government is the theoretical monopoly on violence. That said, I don't trust a government run by people to get it right 100% of the time and therefor am against capital punishment
