If a cop has someone pulled over. And someone who is not involved in the traffic stop pulls up and gets out of the car. The cop has every right to tell that person to get back into the car and/or to leave the traffic stop. It is a lawful order. If that person refuses and keeps

Correct. A cop cannot stop you from watching or recording a traffic stop. He can, however, tell you where you can do it from. If you are too close, and the officer has every right to tell you to get back into your car or to step back 100 feet.
