They're also responsible for telling the pilot if the pilot doesn't see. The fact is, none of the three of them saw it. Why can't you just wait for the report? Speculation helps no one.

@AmberSmithUSA Hi, Amber, and thank you. I've heard that there are normally two controllers, one for commercial planes and one for helicopters. Also that although it's permissible for one person to do both jobs, at that time of day, best practice is two ATCs. What do you think?
