Today, I am attending the EAC-SADC joint summit in Dar Es Salaam, Tanzania, which focuses on the situation in the Democratic Republic of the Congo (DRC). My earlier proposal for this summit was that H.E. Tshisekedi should speak directly to those who are in conflict with him, as this impacts all of us. There is no other forum better suited to address this issue than this summit. I therefore hope for a fruitful discussion.

Claiming that military discipline is the foundation of democracy ignores the long history of military courts being used to suppress dissent and cover up abuses. The ruling reaffirms that no one is above the law, and that fair trials and respect for human rights must prevail over unchecked military power.

The UPDF, without doubt, remains the foundation upon which democracy and socio-economic transformation can be realized in our country. The historical mission of the UPDF, which predates the laws being debated today, could not have been achieved without a highly disciplined force.
