National Democratic Working Group Chief Organiser Collapses in Police Custody Engineer Joelson Mugari's Health Crisis On February 9, 2025, Engineer Joelson Mugari, the Chief National Organiser of the National Democratic Working Group (NDWG), collapsed in police custody due to a worsening diabetes condition. He was among 40 NDWG members arrested during an Executive meeting in Penhalonga, outside Mutare. Mugari's health deteriorated under harsh weather conditions, including heavy rain, during transportation to the Penhalonga police station and then to Mutare Central police station. Unlike the other 39 members who were released, Mugari remained in custody and had not taken his medication, anticipating a return to Harare. This contributed to his increased distress and impacted his nervous system. Mugari collapsed in police cells and was taken to Mutare Central Hospital, where his condition remains unstable and life-threatening, as reported by Hon. Makonya. The NDWG has called upon the Mnangagwa government and responsible ministries to release Engineer Mugari due to his worsening health condition. Arrests of National Democratic Working Group Members in Mutare Background The National Democratic Working Group has learnt with great concern from the recent arrests that took place in Mutare. Members of the National Democratic Working Group were attending a meeting at a private resort outside the city of Mutare. Details of the Incident A national meeting, which is a routine activity for the National Democratic Working Group, was occurring just outside the city of Mutare. During this event, several high-profile members, including Chairman and Chief Facilitator Hon. Job Sikhala, Chief National Organizer Engineer Mugari, and Northern Region Facilitator Dr. Urayayi Zembe, were arrested. Youth Wing Involvement The Youth Wing of the National Democratic Working Group was also targeted. National Youth Spokesperson Democrat Tauya Chinama and Secretary General Herbert Muchineripi were among those detained. Number of Arrests In total, forty members from various provinces across the country were arrested. This news has been met with sadness and concern by the NDWG. Government Actions and Response It is regrettable that the Mnangagwa government appears to be persecuting dissenting voices from the opposition, thereby suppressing democracy. Human rights are being increasingly violated under Mnangagwa's regime, with freedoms of assembly and association being disregarded. Police Actions Three Zimbabwe Republic Police (ZRP) trucks arrived at the meeting venue, disrupting the event and arresting the attendees. The members were initially taken to Penhalonga police station and later moved to Mutare Central police station. The exact offences committed remain unclear at this time. Legal Proceedings Human rights lawyers have been assigned to the case, and legal proceedings have commenced in Mutare. The National Democratic Working Group (NDWG) is concerned by the appalling state of our education system notably poor renumeration of teachers and failure by government to fund basic education. It is criminal that the ZANU PF government negates its constitutional responsibility to fund basic education in line with Section 75 of the Constitution.
