2. No court can freeze the bank account of a state government. There is no power to do so. It offends principle of separation of powers.

The CCT has no jurisdiction under the Constitution to try the CJN because it cannot impose the mandatory sanctions on him. Consequence of CJN violating the Code is removal by President acting on address of 2/3 majority of Senate and not by the CCT. The charge is dead on arrival.
