You do NOT need an agency to be a voice actor, and you are not guaranteed work if you even have an agency. You are in competition with thousands of other actors, don't think getting an agent is your golden ticket because it's often fool's gold you get in the end.

People really need to stop rushing with acting. Unless you have major experience under your belt, tons of training and you’ve built yourself. You shouldn’t try and shoot for the big leagues when you haven’t even registered for the little leagues yet. It’s a marathon not a race.
