I did this job almost 30 years. Cops have lots of discretion and avenues to avoid an arrest. First thought, call chief or sheriff ask department to pay bill. If not ask if I could pay bill. Call the judge. Numerous options to avoid this. Then, worse, they actually cuff her. Sad
