If being a deadbeat is incentivised, then native brits on the lower rung of thd hierarchy of kinds of people will take every chance they can get to exploit the system (rightly or wrongly). This does NOT mean British people don't want to work or are too lazy and need immigrants
10% of new homes on sites over more than 17 plots have to be given to the work shy. So 90% are kept nice a year after being built, but 10% often look like this. I feel so sorry for folks that work hard to buy their first place and have to live next to deadbeats.
