Turns out to be a vintage hand-sander. The chamber in middle holds a roll of sandpaper, and the paper comes out of the front, held in place by the metal spring, stretched around under it, and the other end of the paper is held in place by the handle snapping down in the back.

@whowantsthenews Hm, actually no. Taking a closer look, there is no way you could crush a can with this thing. I think it's meant to contain some sort of tape. I'll post more photos.
