HOW TO KEEP SOUTH SUDAN’S OIL FLOWING AND END SUDAN’S CONFLICT Al Jaili refinery is a critical piece of the oil infrastructure with strategic importance to the two Sudans,and to the major operating oil is where the two oil pipelines(Greater Pioneer Oil Pipeline and Petrodar ) from the oil fields in South Sudan meet.Whoever controls this very important chokepoint in the oil infrastructure has significant leverage in stopping the flow of oil and demanding for payment of the processing and transit fees that are paid to Sudan. The capture and consequent destruction of the 100,000 b/d refinery by SAF presents immense challenge for the oil industry in South Sudan and adds another layer of complexity to the conflict in all likelihood,SAF will stop the oil flow and seek for a fresh fee-for-service agreement with Juba.However,every agreement with SAF in the past has been an inconclusive hotchpotch.With each of the agreements holding sustained seeds of past disputes.That said,there is little hope for a coherent comprehensive long term security deal with SAF as the petroleum infrastructure will definitely exchange hands again between the warring factions in Sudan. Obviously,whoever Juba will sign another hopeless cooperation agreement on the resumption of oil production will have an upper hand in the prevailing conflict. The oil deal will definitely step up the conflict and make it oil what used to be rag-tag urban warfare will become asymmetric as one faction will now be backed by armoured units, helicopter gunships and tanks thanks to the oil profits that will be flowing in.Effectively oil will have added another dimension to the each faction fights and is determined to gain the control of the petroleum infrastructure, the conflict will be prolonged and more civilian casualties registered.The only viable solution is denying the warring parties any chance of weaponizing the South Sudanese oil by pressuring the two factions to surrender the security of the oil infrastructure to Juba. #SSOX
