PSA: when commissioning an artist, you do NOT own the rights to the image unless discussed/paid for. You are merely paying for the creation of the piece, & the artist most likely grants you free personal rights. However, you do not own the copyright or rights to the image at all

Usually, not owning the copyrights to a commission doesnt/wont matter to you. Its really only important if you plan on profiting off the image (like merch). You can always discuss purchasing copyright for an image from an artist, but be aware that it's usually expensive!
Even if the commission is of your character, the singular piece is still owned by the artist. Even if your character is legally & officially trademarked, the piece is still owned by the artist.

1. Read up on laws yourself for specifics or differences. I'm coming from a US view, laws are not the same world-wide
2. Read an artist's terms of service, always!
3. Read up on trademark regarding characters
