I am big advocate of having context to a situation. Najee Harris is a 242 pound RB that is a north to south runner only, he lacks the agility to cut & get to holes unless they are right in front of him! Furthermore, a thousand yard season is only 58.8 yards a game avg no thanks!

If I am him I would not sign that tag under any circumstances. They have made it clear that they do not want to pay him long term. Refused to be used by them for another year hurting your chances for a big pay day. They still have to pay chase & already paying Burrow.
