And by asking him the question you are testing your hypothesis. Sounds like your hypothesis is: on this topic, Neil is all talk, and no action.

And 2) if so, what did CT use them for?” Dalrymple answered: 1) we applied for federal funds but did not receive them 2) therefore we did not use them. And you’re correct: not from USAID.
