Some riders start significantly faster on drops opposed to TT bars. Also, gives a more accurate representation of what they would do in TS so it can be used for selection. So the advantage of starting faster outweighs the aerodynamic advantage of TT bars and personal preference.

However, there is no doubt if you can start just as fast on TT bars you would definitely use them to gain the aerodynamic advantage.
