@paulstewarty @BBCScotland @scottish_water @mmgeissler It's not about scaring people...it's informing them. Plus, it's about cost savings. I'm sure everyone would appreciate not having to spent £50 billion in the next 10 years to cover our excessive water use.

But those people probably went to a school, benefit from kids being educated, use the roads through cycling, taxis, buses, carsharing etc. It's not a perfect argument, but it's a simple way to explain why it's a separate expense for people to opt-in to, rather than a cost spread across everyone.
