My suggestion: De-risking away from the US market and coordination with other targeted countries. More concrete proposal? 1) Finding other buyers for exporting Canadian oil; 2) Implementing CETA, seriously; 3) Exploring a comprehensive (NAFTA-type) trade agreement with China. 8/8
