This is forgetting that the actions of All For One and Shigaraki are what caused Bakugo's character arc to begin in the first place.
He's also a shining example of how people can change from how Shiggy and AFO percieve the citizens of MHA to be.
Saying he has no connection is-
While Shigaraki and AFO work as good antagonists for the story as a whole, on a character level, they are only connected to Deku and a few others (such as All Might), but not Bakugo. Bakugo doesn't share that kind of dynamic with them.

The thing about 327 is that despite the MYRIAD of flaws present, mostly a structural problem since the story beats should've been extra shit, everyone forgets that it exists so they miss blatant lines like this that matter for the themes of the story and carry into the final arc.
