@Ami_Marisol @ringwiss It's really just the same thing. UC and motions to proceed are just different forms of the same validation. Who says this is the pending business? Who says this is the final form of the bill? Some action of the body says so. Even if it's just a polite nod toward some sorcerer.

@Ami_Marisol @ringwiss This reminds me a little bit of why they make you learn to do basic math by hand, instead of just teaching you to use a calculator. It all actually makes sense on its own.

@DanaHoule I spotted this after all! Little practical difference if he's the only one routinely missing. It should only matter in where threshold votes are measured in terms of "Senators duly chosen and sworn," versus "present and voting." And that's usually in the cloture context.
