Interesting question. I've talked to Rothstein about this and his "indirect big bang" and in conversation and a close read of the paper, it sounds less like powering, if my memory is correct. It is important to note the "indirect" part of the big bang. Also, if I remember correctly, the "big bang" plays out over many years. Ends up looking more like incremental reform.

4/ Musk’s DOGE overhaul is a textbook case of a powering reform: flashy, fast-moving, and aimed at breaking things. But that approach risks long-term instability. Governance isn’t about short-term wins—it’s about sustained institutional capacity.

Important point—thank you for raising it! We completely agree that independence from private actors is crucial, especially in regulation. However, given the scope of the project and the data we had to work with, we weren’t able to include this at this time. It’s definitely an area worth exploring further!
