@YAppelbaum @rosehorowitch This is at least partially due to testing culture. Standardized tests utilize excerpts and passages instead of full tests to assess reading, so that's what test-driven districts use in coursework. It's so fucking depressing and has absolutely impacted the culture of literacy.

Enrollment in SLPS will not meet their estimate of an increase of 1,150 students over last year and will instead decrease by more than 300. In August, Borishade said enrollment was projected to reach 19,480. Current enrollment is 18,025. via @stltoday
