This is big. After reading my story with @russellgold , the judge overseeing PG&E's federal probation has ordered the company to respond, paragraph by paragraph. The company has until Jul 31 to produce a "fresh, forthright statement owning up to the true extent of the WSJ report."

PG&E’s response to the book is gracious and forward-looking. I’m heartened by the fact that it will be required reading internally and I really hope it has value for all those working very hard to reduce wildfire risk. The company has a plan to bury 10k miles of distrib lines.

I found corporate liability to be one of the most interesting ideas in writing about PG&E. Corporate probation is so rare, and this case did a lot to test its limits. The judge's outlook shows what a challenge it is to quickly reorient a corporation, even with special oversight.

Notable numbers here: PG&E is proposing ~1,600 MW of new storage projects (nine total) to help offset the loss of Diablo Canyon & meet its procurement targets. These bump its total contracted storage to 3,330 MW by 2024. (Big increase - right now, only ~600 MW are online.)

This is interesting. PG&E proposes putting its generating fleet (sans Diablo) into a new subsidiary and selling ~50% of it to raise capital for T&D investment, without affecting rates or diluting share value. (Rates are already high & fire victims' trust holds a lot of shares.)

A group of developers has a deal for U.S. solar panel manufacturers: Build them, and we'll buy them. It's a $6 billion offer to buy as much as 7 GW of panels a year. The goal is to give manufacturers a boost against Asian competitors. By @Phred_Dvorak

The story begins with the Camp Fire, which killed 84 people in November 2018. It started when a hook on a century-old transmission tower broke nearly in half during a windstorm. PG&E faced involuntary manslaughter charges for each of the deaths.

This is interesting. Vistra commissioned its own study to see where prices in Ercot would have landed during the Texas freeze had the PUCT not locked them at $9k/mwh. Upshot: much lower.

Throughout it all, Northern CA becomes much dryer as a result of climate change. PG&E for years resisted acknowledging the extent of the risk. Then, in 2017/2018, its power lines spark nearly 20 major fires, killing more than 100. So begins bankruptcy #2

The tower that failed is a fascinating window into PG&E’s long history. The tower was actually built by Great Western Power, the only real competitor PG&E ever had. The two eventually merged in 1930, creating a huge regional monopoly.

Stunning PG&E news today: It plans to bury 10k miles of distribution lines. So many of its lines are at risk of sparking on tree contact or otherwise failing. Fires have become all but inevitable. This could be transformative. But also very challenging.

In a PUCT docket, SPP just filed a long report on the February freeze (first time it ever called for load shed). Gas accounted for most of the generation outages, mostly because of fuel supply issues (even more so than in ERCOT). Prices hit a record $4,275/MWh

Regarding ERCOT & thermal outages, coal availability is a potentially problematic variable. The latest outage report shows that one plant in particular has been derated pretty frequently over the last couple months for lack of fuel (others have too).
