According to a statement made by SteamDB, it's most likely "not the real thing", and is just yet another fan mod like Black Mesa, and not actually being published by Valve. Currently ther isn't enough evidence to support or deny this theory.

Distant Horizons makes it so you can render hundreds of chunks via LOD textures & blending, so it blends the topmost texture to blocks below it to help with saving resources
