So after studying several MN city charters and websites lately, I learned that: -Only Minneapolis mandates minimum police staffing. -Most charters don't require a police department at all and leave the details to ordinances. -Several cities have a Department of Public Safety.

Hennepin County Attorney is an elected office, and for many voters, Moriarty's criticisms of law enforcement (which were a very vocal part of her campaign) were a feature, not a bug. To follow through on this request would be a slap in the face to Hennepin County voters.

Still crunching the numbers for my spreadsheets and I'll have more later - but for a sneak peek, Ilhan won every ward in Minneapolis, except for Ward 13. In 2022, she lost Wards 7, 11, and 13. Ilhan won Minneapolis citywide with 63% of the vote, compared to 55% in 2022.

The continued defense of Mayor Frey's comments "losers with nasty cat blankets" comment was that it was a joke. Which misses the point.🧵 This isn't, and never was, the problem with his comments. Everyone knew it was a joke. No one really believed the Mayor had a study on this.

@NaomiKritzer Update: I checked the city charters of all MN charter cities with a population of 20,000 or more (31 cities). Minneapolis is the only one with a minimum police staffing requirement. Not all of them even have a specific requirement for a police department at all, but some do.

I'm willing to accept the possibility that no one caught this in time and it was an honest mistake. Things happen. But after realizing the mistake, the council had the choice today to take action to postpone this vote or to say "Oh well" and charge ahead. They chose the latter.

Minneapolis Primary Turnout by Ward, 2012-2022 Turnout dropped citywide in 2022 compared to 2018-2020, but it dropped in some wards more than others. On the plus side, primary turnout is still much better than in 2012-2016.

The same judge has now ruled the original ballot language had too much detail and the new ballot language has not enough detail, so the council needs to adopt even newer ballot language that is based on what I am calling the "Goldilocks Doctrine" of ballot question law.

All of Mpls is very displeased about the Uber/Lyft ordinance. The email includes, among other things, a claim that people with disabilities and visitors "will be left stranded," because apparently Uber/Lyft are the only transportation services in the city. Big if true.

Interestingly enough, however, the charter does have provisions for the City Council to remove the Mayor, by a 2/3 vote of the full council. (It used to be a majority of the full council, but it was increased as part of the Strong Mayor amendment.)

The Charter Commission is not a "body of the city," period. There isn't even a need to debate whether it is "legitimate." The commission is created by state law and appointed by the Chief Judge of Hennepin County.

The City Council met today at 9:30 AM.🧵 TLDR: The council postponed the nomination of Heather Johnston, referred the Hennepin Ave Redesign to committee, created a subcommittee for MN Dept of Human Rights report on MPD, and approved $1.2 million in police misconduct settlements.

So, think about it like this: Ranked choice voting is awesome because it let’s you do two things. It lets you vote sincerely for the person you like best (in my case, Sheila). But it also gives you multiple chances to block the person you like least (Jacob, obvs).

I also made a table which compares endorsements to the vote for the district. Mayor Jacob Frey gets the prize for the biggest mismatch, endorsing Holton Dimick while Moriarty won the city with 65% of the vote. And two Minneapolis City Council members are close behind. (3/5)
