2- As you already mencioned. 1.2 million lives lost in space, are a lot of people, and must be taken with international (UN) concern, in trying to use their influence, to take them all home. As a country, you can save maybe hundreds, thousands, but not a million. You need help.

As far as I understood,the US does agrees with munition with a range of 60 km. or so. Other munition , using the same vehicle, could reach ¿300km.? So, depends, which munition-agreement can be made, is my impression.
