This was just voted down, 7-4:

The notice of motion - for an ER shelter - is voted down. The votes against it are from Coun. Haacke, Duguay, Vassiliadis, Baldwin, Leal, Beamer and Parnell.

"We will never be able to satisfy absolutely everybody," says Coun. Parnell. So she says "to imply" that taxpayers aren't helping "is not fair" and not safe.
