The essential values are simple: individual greed vs community good. Our country has prospered when we focused on building the community welfare. Capitalists only care about building their individual wealth at the expense of workers, consumers and citizens, in general.

I think you might be missing a key point here. I suspect your question implies the answer. It is entirely possible that he is “deliberately trying to get people marching in the streets just so he can impose martial law”. Indeed he uses the spectre of that tactic as a way of intimidating people and causing them to refrain from taking any action at all. The bottom line is that if the public refrains from taking any clear definitive action, he will win.
